Most leaking flat roofs in London do not need replacing. That is the short answer, and it is worth stating up front because the roofing trade has a strong commercial incentive to tell you otherwise. A full strip and replacement is a bigger job with a bigger invoice, and for a contractor who does not hold a waterproofing system certification, it is often the only option they can offer.

But “most” is not “all”. This article sets out what actually decides the question, so you can have an informed conversation with whoever surveys your roof, and so you can recognise the situations where replacement genuinely is the right call.

What is the difference between a repair and a replacement?

A repair fixes a defect while leaving the existing roof in place, and a replacement removes the roof and builds a new one. Between those two sits the option most people have not heard of, which is a refurbishment overlay.

It is worth separating three things that often get lumped together:

  • A patch repair addresses one specific defect: a split at an upstand, a failed outlet, a blistered lap. It is quick and cheap, and it is the right answer when the rest of the covering is genuinely sound.
  • A refurbishment overlay treats the whole roof. The existing covering is cleaned, prepared and primed, and a new waterproofing layer is applied over all of it, including every upstand, outlet and penetration. Nothing is stripped off.
  • A full replacement removes the covering, and usually the insulation and sometimes the deck, and rebuilds the roof from the structure up.

The middle option is where the argument sits. A refurbishment overlay costs markedly less than replacement because three cost lines disappear entirely: the labour to strip the old covering, the skip, and the disposal charges. On an older roof it can also avoid licensed asbestos removal, which on its own runs £55 to £95 per square metre as an indicative UK market rate for 2026.

What does a surveyor actually check?

A surveyor is trying to answer one question: is the problem in the waterproofing layer, or is it in the structure underneath it? Everything else follows from that.

The checks that matter are:

Is the deck sound? The surveyor walks the roof feeling for soft or springy areas, and looks for dips and sagging between joists. A deck that flexes underfoot has usually taken on water and lost strength. This is the single most important check.

Is the insulation dry? On a warm roof the insulation sits above the deck and below the covering, where you cannot see it. Persistent ceiling staining in dry weather, a covering that feels soft rather than firm, and visible sagging all point to saturated insulation. Where there is genuine doubt, a small inspection cut through the covering settles it, and that costs far less than finding out afterwards.

Is the covering still bonded? Felt that has lifted or blistered in isolated places can be cut, dressed and made good. Felt that has lost adhesion across the whole roof cannot be built on, because the new layer is only as stable as what it is stuck to.

Where does the water actually leave? Outlets, upstands and abutments are where flat roofs fail, far more often than the open field of the roof. A surveyor spends most of the visit on the edges and the details.

Do the falls work? Water that sits on a roof for more than 48 hours after rain is telling you something about the falls, the deck or a blocked outlet. That does not automatically rule out an overlay, but it does mean the cause needs correcting rather than waterproofing over.

When can a flat roof be sealed instead of stripped?

A flat roof can be sealed when the structure is sound and the failure is confined to the waterproofing layer. In practice that describes the majority of flat roofs we survey across South and West London.

The typical candidate is a rear extension, garage or dormer roof, between fifteen and thirty years old, with a felt or asphalt covering that has reached the end of its service life. It leaks at a lap or an upstand, the ceiling below is stained, but the deck is firm and the insulation is dry. That roof does not need replacing. It needs cleaning, preparing, priming and waterproofing.

The same applies to a great many commercial roofs. A warehouse or office roof leaking at laps and details, with sound decking underneath, is a refurbishment job rather than a capital replacement, and that distinction often decides which budget it comes out of and how quickly it gets approved.

When is replacement the only honest answer?

There are four situations where an overlay is the wrong recommendation, and a contractor who offers one anyway is not doing you a favour.

The deck has failed structurally. Rotted timber decking, corroded metal decking or a deck that has deflected significantly is a structural problem, not a waterproofing problem. Sealing over it produces a watertight roof sitting on a failing structure, and the failure continues underneath where nobody can see it.

The insulation is saturated. Wet insulation does not dry out once you seal it in. It loses its thermal value permanently, it stays a source of condensation, and it holds moisture against the deck. It has to come out, and taking it out means taking the covering off.

The covering has delaminated across the roof. A new waterproofing layer bonds to what is beneath it. If that layer is no longer bonded to the deck, you have built on sand. Isolated blisters are repairable; wholesale loss of adhesion is not.

The falls need rebuilding. Where a roof ponds because the deck has settled or was never laid to fall properly, correcting it means new tapered insulation or a rebuilt deck. There is no waterproofing product that creates a slope.

One more situation deserves mention, which is where Building Regulations force the issue. If more than half the roof covering is being replaced, Part L generally requires the insulation to be brought up to current standards. That is a genuine cost and it is not optional. An overlay onto a sound roof typically does not trigger it, which is another reason refurbishment often works out considerably cheaper.

How much difference does it make to the cost?

A refurbishment overlay is normally the cheapest route to a watertight roof, because it removes whole categories of cost rather than shaving margins.

As indicative UK market rates for 2026, and not as a quote from us, replacement systems run roughly £40 to £80 per square metre for three-layer felt, £80 to £120 for EPDM and £100 to £150 for GRP, with London labour typically 25 to 30 percent above the national average. Published rates for liquid systems span roughly £40 to £180 per square metre, and that spread needs explaining rather than quoting flat: the bottom of it is cheap acrylic coatings, and certified reinforced systems sit towards the top.

What an overlay removes from the bill is the strip-off labour, the skip, the disposal charges, and often the Part L insulation upgrade. It also removes the risk premium a contractor prices in for opening up a roof without knowing what is underneath.

What should you do next?

Get the roof surveyed before you accept any quote, and be wary of a price given without one.

A price quoted from photographs or over the phone cannot account for the deck, the insulation or the falls, which are the three things that actually decide whether your roof is a repair or a replacement.
